I've always just used 29 fps. but ive looked around and ive seen some people use 23 fps. I didn't really care before but when taking screen shots and masking on vegas the fps could cause me some problems.
so should i be working in 23 fps? and what anime typically run in this fps? or what do most run on. and does it affect the quality?

it doesn't affect your quality but it does affect your masking and timing :)
different animes use different fps. For example my one piece episodes are on 25FPS while Fairytail is on 23.974
When you are masking in different fps than the source's fps your mask is probably gonna have flaws.I say that because while your vegas splits 1 second of the video in 29parts, 29 frames, the video source itself is originally split in 25 (just an example) which means that you mask pictures which are not originally there :/ That goes also for masking in 23FPS while your source is at 25, then you will have masked scenes which in vegas pan/scan preview seem excellent while in original preview you will see that there are times when you have empty frames :/ kinda messy answer i hope i helped you understand how it works
Just a tip: Change your project's settings depending on the FPS your original video source uses :)

find the episode in your directory and right click->Properties->details

you can also see the frame rate in a project of vegas, just click on an episode ->Properties->media! (i said it just in case you started already a project and you have put all the episodes you want to use with wrong frame rate at the properties of the main proj)

if you are gonna use masks then probably use higher FPS like 50fps so you won't have a problem at all.. but it is kinda difficult to mask double frames... editing in 50FPS won't be a problem neither to videos with 23FPS nor to videos with 25FPS
If i am wrong correct me somebody, i am not that sure if this works (never tried animix)

you should work on whatever fps your episodes are if they are 23 edit on 23 if more then go for more if you import a 23.976 video file in a 29 fps project then vegas/ae is making that 23fps file into a 29 by creating new frames but they arent new unique frames most of the times this new frames are 2 frames blended it 1 like you take frame 1...2 it will create a frame between 1...2 1...(1&2)...2 kinda hard to explain XD
Thats an example of what happens it is supposed to happen like this in the anime here but you get this when you make a 23 fps too 29 . [

The frame rate it's like saying how smooth u want ur AMV's to be. By default the animes are usually 29, xxx or 23.xxx to find out the framerate of ur vid/clip use "Mediainfo" it's a free software.
If u're gonna make AMV's with 60 Fps then u're gonna be masking the triple times more then with 29,xxx following this rule u can not import footage that has a diff framerate into the composition or a mask cause it would look just bad or desync.
I recommend making 29.xx frames for AMV's and 60 + for handmade animations this is an example this was an MAD i was making in 60 fps with real 1980 x 1080 wich means not upscaled.
